The July 15th deadline to extend franchise tagged players has officially passed with no deal reached between the Bengals and S Jessie Bates.
The two sides have been discussing a deal, but seem to have still been far apart. According to Ian Rapoport, guaranteed money was a major part that the two sides did not agree on. The Bengals were offering $4M more in total guarantees than what he would receive on the franchise tag. The deal offered was reportedly for 5 years.
For the #Bengals and star S Jessie Bates: The team’s final offer guaranteed Bates only $4M more than what he would get if he eventually signs the franchise tag. Big difference is the tag locks Bates in for one year while the Bengals’ offer locked him in for 5 additional years.

Bates has made it clear that he is unhappy with the tag. Failure to reach an agreement will likely result in the safety holding out from training camp. That said, it would still be a surprise to see him hold out during the regular season. If he signs the tag, Bates will make $12.91M this upcoming season.
